NHIA Submits Comments to CMS on MTF Agreements
NHIA submitted comments to CMS on its Draft Medicare Transaction Facilitator (MTF) Agreements, which will be used to implement negotiated prices for drugs under the Medicare Drug Price Negotiation Program. NHIA concurs with the position of National Community Pharmacy Association (NCPA) and others and is concerned with the effects some of CMS’ operational policies will have on dispensing entities. NHIA encouraged the agency to reduce financial and administrative burdens on dispensing entities through steps such as eliminating the need for dispensing entities to operate at a cashflow deficit while they wait for MFP refund payments from multiple manufacturers, requiring manufacturers to utilize a standard payment process so MFP refunds can be tracked in a less burdensome manner, and eliminating the Part D participation requirement that dispensing entities enroll with the MTF Data Module Contractor.

NHIA is a trade association that represents companies accredited to provide medically necessary infusion therapies to patients with acute and chronic health conditions, as well as companies that manufacture and supply infusion related products and services. Infusion therapy involves patient-specific compounded medications, supplies, and a range of pharmacy, nursing, and other clinical services for delivering care to patients in the home or suite setting.

Without fixing the structure of the benefit, Medicare beneficiaries in need of home infusions for treatment of a variety of medical conditions, including rare diseases, are unlikely to gain access to home-based care.

Patient, Stakeholder Groups Urge Congress to Address Medicare’s Failed Home Infusion Benefit

A diverse group of more than 35 patient and stakeholder groups are calling on Congress to address Medicare beneficiary access to home infusion services. In a letter to lawmakers, which brings together stakeholders from across the care continuum, the groups urge congressional leaders to advance the Preserving Patient Access to Home Infusion Act (S. 1976/H.R. 4104) and increase access to home infusion therapy for Medicare beneficiaries.
